What do you advise and do you have steps to add into Vera, 

I purchased 10 iBlinds and have had no trouble including them into my z-wave network.  Here are some things to try:

1. Make sure you are running the latest Vera firmware (on Vera: Settings->Firmware)
2. Make sure you fully charge your iBlinds with the battery power switch in position 1
3. Make sure the iBlinds battery power switch is in position 1 (Note, the include/exclude button is disabled when you plug the usb connector into the charge port)
4. Reboot the Vera just before including/excluding devices (on Vera: Settings->Need & WiFi->Reboot)
5. Add a Generic Z-Wave device and click the include button once as soon as the Vera goes into include mode

Also, if you remove the lid to the iBlinds actuator, you will be able to see a couple LEDs that will indicate power and Z-wave activity.
